Is it possible/desirable to submit news to the 
project news page only, i.e. not have it be 
considered for front-page publication?

I ask because sometimes I would like to put news 
items in - there's no better way to keep people 
informed of the current status - but I don't usually 
don't want to spam the whole community and don't want 
to trouble the moderators.

I think it's a good idea... the problem is that it's kind of
tricky to implement, since the news code is pretty kludgey.
