rendering to other format breaks layout

Detailed description 
On Windows, with the latest version of RMagick (and thus ImageMagick 6.3.0), the rasterized image looks different from
the svg. I've attached my examplecode and the rendered image. Rendering works fine with Inkscape (see scruffy_graph.png),
so this may be an ImageMagick Problem.
