All tracker changes should notify project members

I could have sworn that changes made in the tracker (esp. Bugs) were automatically emailed to the project members (or,
at least, the project admin).  This doesn't seem to be the case.

I think that tracker changes should be, by default, automatically emailed to the project members.  For this, I would
rather have to "opt out" than "opt in" for each tracker item.  As it stands now, people aren't noticing
bug reports/feature requests I post on Rubyforge unless they happen to actually look manually, and I end up emailing
them personally, which somewhat defeats the purpose.

That, or I've totally messed up my own project somehow such that I had to manually opt-in for this feature.

I think there's a "notify me on all changes" option
in GForge now... I need to upgrade to the latest version.

Any movement on this Tom? I noticed on the GForge tracker 
that they agreed to it in principle. Was it ever

Ditto.  Hm.  We could go back and plug the project admin's email
in this field for all projects and trackers...
