[#562] Identify blank project home pages

Identify blank project home pages

Detailed description
When looking at a project's project page, there's a link to the home page (i.e. http://xyz.rubyforge.org), but the home
page often has nothing defined.  It just says "Coming soon!".

If there's nothing on the home page, the project page should indicate that somehow, so people don't waste their time
clicking on the link.

Also, it would be nice if the default home page contained a link to the project page.

Hi Mathew -

Thanks for your thoughts.  The thing is that all these are open
source projects and most are maintained by volunteers, so they're
maintained as folks see fit.  We've thought about deleting inactive
projects after a certain amount of time, but then there's the
task of contact the project admins to see if they're still interested
in running the project, removing a project only to discover that
a few folks are still using it, etc.

I guess I kind of feel that inactive projects don't take up much
in the way of resources - an occasional hit here or there, a
few kb of disk space - so it's hard for me to get motivated to
remove them.

Frankly, I think a better idea would be to *require* a home
page.

I just spent a futile half hour looking at "wiki" projects
on RubyForge. Many of them seem to be totally dead--no code released,
no documentation, no home page.

I don't see how filling RubyForge with nonexistant projects is
any better than filling it with spam.

Hm.  That's a good idea... what's a good way to indicate that?
