Write out future transitions as the rules to generate them

Detailed description 
The last observance in a tzdata zone is often a set of rules that recur indefinitely. 

TZDataParser should be modified to be able to output rules that can be used at runtime. For performance reasons, TZDataParser
should still calculate transitions in the last observance into the near future.
