How should the offset of passed in Times and DateTimes be handled?

Detailed description
Currently, TZInfo ignores any timezone offset information of Times and DateTimes passed in. For example, a Time or DateTime
representing 16:00 on 17 April 2006 with an offset of -5 hours is treated as if it was the the UTC time 16:00 on 17
April 2006 when calling utc_to_local or period_for_utc and treated as if it was the local time 16:00 (for the zone)
when calling local_to_utc or period_for_local.

Is this the most sensible thing to be doing?
