some more info,
only in the editor menu, a scroll wheel tick in the down direction
moves down 3 lines. Fast or slow, it gets 3 lines per tick. A
single scroll tick in the up dirrection starts a continuos scrolling
in the up direction. The scrolling continues until the top of
the file is reached. During the scolling, or evan after you get
to the top of the file, There is still a sence of where you should
have been in the file. A Single down tick will take you right
back to the original line. And somthing really wierd, a second
single uptick will take you to 6 lines above original, as if
both ticks moved you up 3 lines. So to go up 3 lines, two up
ticks and a down tick works just fine.
If there is anything I can do to facilitate a fix to this bug,
please let me know. If you can point me in the right direction,
I might be able to find the problem. Please contact me if there
is something I can do to help.

the scroll on the scroll mouse works fnie in the down direction.

For me,
I get this problem only on the source window. The output and
debug windows work fine.

On the source window, I get this behaviour 100% of the time,
this still may be related to the speed of mouse commands since
I have a faster computer.

I am using XP on an athlon64 using HP mouse drivers and logitech
scroll mouse.

For me (on gentoo), it doesn't always happen. If I flip the wheel
very quickly, it often works correctly. If I roll it slowly--one
notch at a time, it almost always works correctly.

My best guess is that it happens if a mouse wheel scroll command
comes in before the last one is completely handled.
