ibm_db load fails with ruby 1.9.2 with entry point not loacated error

Detailed description 
When ibm_db is loaded on ruby-1.9.2 it fails with the following error

Procedure entry point rb_str2cstr could not be located in dll msvcrt-ruby191.dll

This is because the API to convert ruby string to c string rb_str2cstr is been removed from ruby-1.9.2. 

A fix for the this is been attached in the bug report below and also the binary for windows is attached. 

Give a try and let us know if something is seen broken.
