[Usability] "Monitor" icon should have an HTML 'title' attribute

Detailed description 
New users of RubyForge have no way of knowing what the little envelope icon, appearing in various places, does. This
image should have a description attached to it explaining its function.

For example, "Monitor this package" could be set as this image's 'title' HTML attribute. This text will then
show up when the user hovers with his mouse over the icon.
