Project creation page bug w/ Place autocomplete

Detailed description 
Related to {#22815] Bus_admin bug fix: Make the place field autocomplete.

When typing in the place, I am not able to press the down key on my kepboard to select the place. I have to finish typing
the word or select it with my mouse.

(browser: Firefox 3.5.5 in Mac OSX 10.5.6)

This works on Firefox on Ubuntu (PC) and Windows. The autocomplete
doesn't even work on IE (PC)
