Fix for RDoc 2 and Emacs 23

Detailed description 
RDoc 2 (available in Ruby 1.9 and gem form) has made some API changes. This patch updates ri-emacs.rb to work with those
changes.

It also fixes ri-ruby.el to work with Emacs 23.
