Allow RSRuby to be easily used on Windows

Detailed description 
Is there a way to use RSRuby on the Windows platform?
Specifically:
  if one has installed Ruby 1.8.6 or better
  if one has installed R 2.6.0 or better

The simplest "fix" for the feature would be some instructions (for a reasonably literate Ruby-er/R-ist).

Better would be that the ruby gem can be used "as is" on windows
  gem --install ...
  require "rubygems"
  require "..."

This would be very useful to me. I can't move to linux because
I have clients who use excel. Rexcel is really good - if I could
get rsruby to work also I would be able to use ruby.
