Backgroupjob with Rails Edge (upcoming 2.1) has timezone issues

Detailed description 
We were having some funny issues that disappeared after changing calls to Time.now to Time.now.utc in the following
files:

lib/bj/runner.rb
lib/bj/table.rb
lib/systemu.rb

Perhaps it makes more sense to use UTC in all cases going forward? I think that's the way we're going to do things.
