API for setting logger level

Detailed description 
It would be great if the logging level can be controlled through an API.  This should be for the PlugMan module as well
as hte logger that is automatically created for each plugin instance.

Perhaps the logger level can be set for each newly created plugin as well as being adjustable on-the-fly for each individual
plugin.
