Hey, I was noticing jobs not running right away on one of my servers.  It turns out bj uses local time for everything.
But if my rails app has 'config.active_record.default_timezone = :utc', the saved times are in UTC, and submitted jobs
won't be picked up for several hours.  I'm not sure how you want to handle this.  I'm happy to patch things up though.
I'd suggest going by UTC for everything, personally.

FWIW I'm hoping to release a nifty bj control panel thing for rails.  I'll probably just do UTC=>Local conversions
in javascript then.
