Detailed description 
Attempt to install qtruby4-1.4.9-mswin32.gem on MS Windows XP ends with:

C:\Documents and Settings\usr\Desktop>gem install -l qtruby4-1.4.9-mswin32.gem
ERROR:  Error installing gem qtruby4-1.4.9-mswin32.gem[.gem]: buffer error

Remote installation goes same way:

C:\Documents and Settings\usr\Desktop>gem install qtruby4
Select which gem to install for your platform (i386-mswin32)
 1. qtruby4 1.4.9 (mswin32)
 2. Skip this gem
 3. Cancel installation
> 1
ERROR:  While executing gem ... (Zlib::BufError)
    buffer error

Tested on Windows XP SP2 and Server 2003 SP1 both with ruby 1.8.6 (2007-09-24 patchlevel 111) [i386-mswin32], gem 0.9.4
