Detailed description
Currently a new or update RubyGems install on JRuby installs the "gem" script as "jgem". This should
be changed to an optional behavior, off by default.

The 'gem' name should be the default, since otherwise we
have to deal with support issues when people try to run
tutorials, etc, not knowing the command is 'jgem' instead.
JRuby is just another Ruby implementation, and commands
installed into JRuby should have the same name as when
installed in MRI.

Also, Rubinius ships with RubyGems...and uses 'gem' as the
command.

Fixed setup.rb so that --no-format-executable works.

It should not be the default, as that will break gem when multiple
ruby implementations are installed.
