repository stats do not reflect previous history if disabled/enabled

Detailed description
If you turn off the SCM public info module for a project, and then turn it back on, your stats get reset, and the old
history is never imported. This is kind of strange since the repository still works even with SCM off.

It is probably a big pain to go back and fix old projects that this has happened to, but perhaps you could let the stats
continue to accumulate even if the module is disabled so that it won't happen in the future.

Hm, yeah, that is a bit clonky.  Must be the way that that particular
plugin hooks the "project disabled" call.  Perhaps
they're afraid of running into the situation where someone wants
to switch from cvs to svn and having the stats overlap?

Also, yup, disabling the scm doesn't delete the repo itself..
I thought that might lead to sadness if someone just clicked
the wrong button and bye bye repo.

Anyhow, if you want, tell me what project it is and I'll see
if I can rerun the stats for it.
