Hook procedure a special circumstance function that requires its callbacks
be defined in a separate DLL.
"You must place a global hook procedure in a DLL separate from the
application installing the hook procedure".
This works with win32-api because its callbacks are already predefined in a
separate .dll/.so, while the FFI creates its callbacks in the application
itself.

I haven't got it working with FFI, but it isn't a problem anymore. I
decided to stay with Win32::API as it is more user friendly when it comes
to using MSFT Windows functions.

I also increased the callback limit to 20. This way I could do more with it.
