The root of the issue is topdir:

topdir = /C/Users/Luis/Tools/Ruby/ruby-1.8.6-p383-i386-mingw32/lib/ruby/1.8/i386-mingw32

Uses msys PATHs

But rbconfig path is good:

irb(main):002:0> RbConfig::TOPDIR
=> "C:/Users/Luis/Tools/Ruby/ruby-1.8.6-p383-i386-mingw32"
