[Win32utils-devel] Process.create patch - please review

Hi all,

There's a patch on the tracker I'd like some feedback on. It's for 
Process.create to handle command_line and app_name separately. In 
practice this only seems to affect how command line parameters are seen 
by something like GetCommandLine().
