The issue is fixed now. As I mentioned the site has been up (and stable) for the better part of a year. The traffic has been low because we have been busy with other projects and haven't begun promoting this site yet, but even so it has attracted users across the globe. The default text was a little small so I enlarge it and the stripe stays the same width, The page reformats longer, but the width is fixed. Even the boxes with code just get horizontal elevators. Changing the browser page width makes no difference. This is really pathetic and unacceptable for a web page and just need to know if this is laziness or if there is a reason anyone would do this. Rails is a framework, written in Ruby, for building Web applications. Again, you could build any Web application with Rails, some would be much harder than others, of course. Radiant is a CMS, built with Rails. This is what the Ruby home page runs on. Still, you could use any design you build with Radiant. None of this relates to the HTML and CSS used to construct the site layout. They are just tools that help you communicate that design to a browser. I hope that explains things a bit.
