$' and $" syntax matching

eh?  I added an else cluase that highlighted them again?

  syn match NONE +$['"]+
it reads?  Isn't that okay?  The problem was that they weren't being
handled if you have ruby_no_identifiers set, so they get treated as
string delimiters,
