[typo] 4.0.0 API endpoint failing

Can anyone provide any insight here.  I finally have 4.0.0 working  
well except I still get an error with ecto.  So I tried to connect to  
the endpoint through a browser and get this error:

This seems to be the only thing not working and I have a hunch its my  
issue but I have taken the same steps as I did when using 2.6 (on a  
different server).
