[Tourneybot-info] 1.0alpha3 released

A new version containing interface enhancements and bug fixes has been 
released.

Here's the changelog:

- Fixed dropout misbehaviour.
- Fixed incorrect round over reporting for bracket tourneys.
- Made shouts and messages more user-friendly.
