If there's no other option I'll host it. It'll be suboptimal since I'm 
unwilling to open a shell account to a third party, hence any debugging 
will be via email rather than directly.

Best would be the developer's personal machine connected to a broadband 
connection. There are also shell servers available for something like 
$10/month I think. One was used by otaku to host his legion of bots.
