[Tioga-news] release 1.9 of Tioga

Hi,

As you'd expect, this release has a few bug fixes and a few new  
features.

My favorite of the new stuff has to do with legend backgrounds.
Here's an example from my stellar evolution work:

The transparent legend box is done using a  
'legend_background_function' with
show_plot_with_legend.  There's an example in tioga/samples/plots/ 
plots.rb.
