[RPS] Asynchronos Pair Programming Test - search_tags

Pat an I have decided to experiment with some asynchronos pair
programming.  We are writing semi-complete tests and mailing them to
each other.  This is almost parallel ping pong programming.  Now, we
trade tests and write the corresponding implementations.
