Perhaps Tk libraries are located system-wide.

Use ProcessExplorer over a IRB session after you required 'tk' and it
should list the loaded DLLs, allowing you see the image path where the
file got loaded from.

I haven't bundled Tk with rc2, so is definitely something in your system.
