Initial Comment:
Currently the gemspec validity check doesn't check for a valid url (if there is one), however gemcutter does, so there's some surprisingness when your gemspec "is valid" but then later "is no longer valid" when you go to submit it.
suggestion: have the validity check check for valid url to avoid this surprisingness.
