Summary: gem locate command to find the location of a gem

Initial Comment:
I'd like to float the idea of 'gem locate' to find the location of a gem.

A 'gem locate' command would be roughly equivalent to 'locate', just
like 'gem which' is roughly equivalent to 'which'.

There does seem to some demand for it e.g.

It would side-step some people's confusion over what 'gem which' is
intended to do.

I'm happy to contribute a patch but I'd like to get soundings,
especially on what options to support.
