Summary: Force cache invalidation via Gem.something

Initial Comment:
Currently, if one wishes to invalidate rubygems' caches, the only way is to find and delete them from the system. Doing this in a script or application is problematic because information about rubygems' implementation will be duplicated outside of rubygems' code. Therefore, rubygems should provide a mechanism to delete/invalidate its caches via its ruby API.
