Summary: data path on Windows (~/.gem is not correct)

Initial Comment:
rubygems puts things in ~/.gem and ~/.gemrc on Windows, which is not correct. Data like that should be placed in the Application Data folder. This path can be acquired for the current user from the APPDATA environment variable. In addition, the path used by rubygems should not include a dot. So, these would be good:

gem_path = File.join(ENV['APPDATA'], 'gem')
gemrc_path = File.join(ENV['APPDATA'], 'gemrc')
