[Rubygems-developers] Status of disabling plugins except for command line?

How is that? I believe rubygems-test is a plugin that gets invoked by
"gem install" or "gem test", so no break.

We are disabling plugins for "require 'rubygems'" as it impacts on
every single project that requires rubygems.
