I'd love to be able to do this as well.  If I'm not mistaken, this
would be the gem installer reading from two different directories -
GEM_HOME, the user-writeable directory, and GEM_PATH, the read-only
system gems directory - and treating them as a single merged list when
resolving dependencies.
