[Rubygems-developers] Gem repository and/or local geminstallation issues

Ruby 1.8.4.

Can you say more about "binary mode" - is there some setting that I should verify or need to change?  If so, why would the default be different b/w 0.9.0 and 0.9.1/0.9.2 (since I didn't customize any of those installs of rubygems)?
