[Rubygems-developers] Changes to 0.9.1 in JRuby's shipped version

Three changes thusfar:

- Fix shebang lines in all installed scripts to #!/usr/bin/env jruby
- Enable env_shebang by default for installs
- change env_shebang line to #!/usr/bin/env jruby

Comments on these changes or suggestions for a better way to handle them 
would be welcome. Other than these changes, RubyGems 0.9.1 appears to be 
running fine on JRuby trunk and will go out with the next release.
