[Rubygems-developers] How best to change defaults for RubyGems in JRuby

That's not exactly what I meant. JRuby users might have several installs 
of JRuby...what we want is a way to ship RubyGems with all the 
appropriate defaults for running under JRuby pre-set. I'm just not sure 
which file is the appropriate one to do that.
