Yep, I've verified this.

"c:\ruby\bin\ruby" -x "%~f0" %*
goto endofruby
#!/bin/ruby
abort 'boom'
__END__
:endofruby

Will return an exit code of 0 instead of 1.  I'll ask ruby-talk.
