[Rubygems-developers] Why RubyGem lib contains open-uri library??

Hi, all. I am trying to solve problem with proxy that I wrote yesterday.

I am reading the code and have one question: why RubyGem have own version
open-uri lib?? Standart ruby distibution shipped with this library (at least
on Windows).

Could anybody shine some light on this question??
