I also had zlib-devel RPM installed and located zlib.h in:
/usr/local/src/gcc-3.3/zlib/zlib.h

RPM's:

Did you compile ruby, fcgi and mod_fastcgi from source when installing on the
Fedora system?

I can't see anything suspect when configuring. I've attached a copy of the
./configure output of ruby-1.8.2.
