[Rubygems-developers] PATCH: fix --gen-rdoc and --run-tests problems

There was some ambiguity about what was being returned by the various
install methods.  I've tried to fix that, but have only tested it with
remote installers.  The attached patch also corrects some
documentation and adds an informative message if the user selects
--run-tests and the gem doesn't have any.

More testing required, which I'll do later tonight, but here it is
anyway.
