? Also, how did your installation procedure differ from the
instructions? (I would like to update the instructions if they are
not accurate.)

I don't use windows so I cannot check, but I think you could copy
your vsim installation into, say C:\cygwin\vsim\, and adjust your
PATH in cygwin accordingly:
