You would talk to Kyle about that. However, Rubish isn't public yet. We're developing the first version ourselves, doing a few beta deployments, and then releasing it to the world. You can expect it to be open in a month or two. Also, Rubish is going to be plugin/feature/module based, sort of like Drupal, so there will be a more robust system for contributing than simply submitting patches.
