It's actually in the rspec package (with the rspec gem) on
http://rspec.rubyforge.org/rspec-rails/1.2.9/.

Also, I get this:

$ gem q -rn rspec-rails

*** REMOTE GEMS ***

...
rspec-rails (1.2.9, 1.2.7.1)
...
==================

So it's up there, just slightly visually confusing. I'll see what I
can do to clean things up.
