When forking a new ruby interpreter, always use rbconfig:

require 'rbconfig'
ruby = File.join(Config::CONFIG['bindir'], Config::CONFIG['ruby_install_name'])
IO.popen("#{ruby} #{__FILE__}", 'r+')

If you don't, you might end up running a different ruby than the one you want.
