[rspec-users] rake spec loads development environment

you'll notice that vendor/plugins/rspec-rails/rspec.rake contains the  

spec_prereq = File.exist?(File.join(RAILS_ROOT, 'config',  
'database.yml')) ? "db:test:prepare" : :noop

which you could change or comment out
