The documentation points the user to install rspec_on_rails from svn://rubyforge.org/var/svn/rspec/trunk/rspec_on_rails/vendor/plugins/rspec_on_rails
which has changed to
svn://rubyforge.org/var/svn/rspec/trunk/rspec_on_rails

The documentation is changed in svn and will get to the website when we make the next release.
