Summary: Small Webgen updates

Initial Comment:
I've updated the stylesheet so that there is a little bit of space between h2 headers and the ruby tags in the docs.

I've also updated the rake file so that it only throws an error when using an older version of webgen (> 0.4.2)

I had to modify the spec command in the rakefile to a timeout of '2' since one of the specs was timing out.
