[Nitro] PATCH: sqlite_schema_evolution

Attached patch adds Sqlite3 schema evolution support.

If applied, all Og stores will have schema evolution. Hurrah!

Can anyone chime in with features that are in the Postgres adapter but not
the other stores? I know of:

* Kirby join tables which I'm planning to try next.

Anything else?
